Combine all ingredients under "Sardines Fishball". Set aside and chill. 2. For our sauce, combine water, flour and sugar. Mix well then cook it over medium fire. 3. Add all the remaining ingredients and keep on stirring until you achieve the desired thickness. Set aside. 4. Heat up cooking oil. 5. Form a ball from the prepared sardines mixture using 2 spoons. 6.
